Karlstad Municipality's purchasing department is a leading purchasing organization and is now facing an exciting development! Starting in 2026, we will also be responsible for conducting the municipality's direct procurements.

This is a strategic step in our ambition to become even more efficient, proactive, and value-creating in our work, and we are now looking for several operational purchasers for our new unit for operational support.

Description

Our purchasing department plays a central role in the strategic development of the municipal group's purchasing and procurement processes. We are responsible for procurement, follow-up, evaluation, and development of the municipality's purchases in accordance with applicable policies and guidelines. The department's mission also includes coordinating, managing, and developing the municipality's e-commerce in the Visma Proceedo system. Our goal is to ensure that the municipality makes good deals and that the group's purchases effectively contribute to the overall goal fulfillment of the municipal group. The purchasing department meets both specific and common procurement needs and supports committees and companies in purchasing and procurement issues. In addition, we collaborate with other municipalities in Värmland and Region Värmland. Well-functioning public procurement is one of the keys to meeting the societal challenges of public Sweden. The Karlstad municipality group purchases goods, services, and contracts worth approximately 3.3 billion kronor each year, and we are working to become a modern purchasing organization at the forefront. We are at the beginning of implementing category-driven purchasing.

Starting in 2026, the purchasing department will be divided into two units: Procurement and Operational Support. In Operational Support, we gather responsibilities for direct procurement, purchasing support, e-commerce, sustainability support, and contract follow-up. As an operational purchaser, you will be a key person in this work and a central support to the municipality's administrations and companies.

About the role

As an operational purchaser, you will work closely with need owners within the municipality's administrations and companies and drive direct procurements from start to finish. You will be the contact person in the process and be responsible for dialogue, requirements work, publication, evaluation, award decisions, and contract signing. The role involves a great deal of personal responsibility, but also close collaboration with colleagues in the purchasing department.

The assignment also includes being an operational support to the entire municipal group by staffing the purchasing department's support functions, administering the municipality's e-commerce system, and handling record-keeping and other purchasing-related administrative tasks. Together, you contribute to a unified, efficient, and professional purchasing support within Karlstad Municipality.

Responsibilities

• Drive and implement direct procurements
• Be the contact person and support in purchasing and framework agreement issues towards the municipality's administrations and companies
• Ensure correct documentation, record-keeping, and archiving
• Staff the purchasing department's support phone and functional email
• Administer and support the municipality's organization in the e-commerce system
• Contribute to the development of routines, working methods, and digital support within purchasing

Qualifications

We are looking for someone with post-secondary education in purchasing, economics, or other education or experience that the employer deems equivalent. Experience in purchasing work within the public and/or private sector is an advantage.

Personal qualities

You are structured, service-oriented, and enjoy taking responsibility for your tasks. You work independently but appreciate collaboration and have an easy time building trusting relationships in dialogue with need owners within the municipal group. You have a pragmatic approach and understand the importance of finding a good balance between structure, regulations, and efficiency. You express yourself well in speech and writing and are curious about how digital tools and AI can contribute to smarter and more efficient purchasing processes.
